AIM risers: helium land deal and security orders
Pulsar Helium (LON: PLSR) said the city council of Two Harbors, Minnesota approved the acquisition of an approximately 62-acre site in the city’s industrial district for US$1, below its appraised value of US$143,200. The council approved the purchase and development agreement on 12 October 2026, according to Fox21. The site is earmarked for a Rare Gas Hub that would process helium and other gases, with liquefaction and carbon capture capabilities. The city will contribute up to US$1m toward rail infrastructure, with Pulsar covering any costs above that amount.
The development agreement does not commit Pulsar to building the facility. Fox21 reported that the company must first complete property and environmental review, secure financing, obtain rail access from Canadian National Railway, and receive required municipal, state and federal permits, among other conditions. The deal is also subject to finalising the site’s boundaries. Two Harbors Mayor Lew Conner said: ‘This agreement gives Two Harbors an opportunity to build on our industrial history and bring a new type of business to our community.’ He added: ‘We want to create economic opportunities for our residents while being clear about the city’s investment and the work that still needs to happen.’ Pulsar’s shares rose 8.58% to 54.4p.
