Bouygues UK has officially submitted a comprehensive planning application for a transformative £150m regeneration project targeting the Tustin Estate in south-east London.

Bouygues UK has taken a significant step towards the redevelopment of the Tustin Estate by submitting a detailed planning application for a £150m project. This initiative marks the second phase of the estate’s transformation and seeks approval from Southwark Council. If sanctioned, Bouygues will undertake the role of both developer and contractor, managing the construction of 295 new homes near Old Kent Road.
The homes planned comprise a blend of affordable maisonettes and flats, with 151 units designated as affordable housing and the remaining 144 earmarked for private tenure. This housing plan is part of an expansive masterplan intending to create a total of 690 homes by 2030. The project emphasises replacing the current 250 council and shared-equity homes with 220 new council and keyworker homes, alongside 220 homes available for private sale.
Apart from housing, the regeneration project promises a new primary school, a central park, and at least 1,800 square metres of commercial space. The estate, originally built in 1969 and now decaying, will undergo a profound transformation under this scheme devised by the award-winning dRMM Architects. The architectural design incorporates elements that echo the area’s industrial past, with specific buildings featuring grey, green, pink, and red brick facades.
The broader project kicked off with the first phase in 2022 and is expected to be completed by spring 2023. It has already received high praise as one of London’s most ambitious regeneration efforts. The involvement of dRMM Architects, recognised with the RIBA Stirling Prize in 2017, underscores the project’s architectural significance and commitment to maintaining aesthetic and historical integrity.
Bouygues UK’s Managing Director for London and the South East, Phillippa Prongué, highlighted the submission as a “significant milestone,” reflecting the ongoing collaboration with local authorities and communities. This partnership extends through all four phases of the development, with Bouygues appointed as the joint development partner. The project is the first large-scale undertaking procured via the Pagabo’s Developer Led Framework, reinforcing its pioneering nature.
