Though mostly in fragments—funding here, guardrails there—artificial intelligence was mentioned several times. Officials familiar with the agenda say that a more targeted discussion about whether states should coordinate on interstate AI education standards will now be part of the National Governors Association’s next meeting.
It’s a bold concept. And perhaps past due. Thirty-four states and Puerto Rico have released AI guidelines for K–12 schools in the last year. Some try more comprehensive frameworks that address privacy, bias, and academic integrity, while others concentrate exclusively on generative AI tools like chatbots. The end effect is a patchwork that is sincere, considerate, and sometimes contradictory.

An executive order in North Carolina placed a strong emphasis on workforce competitiveness and AI literacy. Guidelines in West Virginia warned against using faulty AI detection tools that might unfairly punish students. Education agencies in Minnesota and California emphasized the advantages of accessibility for students with disabilities and English language learners. Every state is conducting experiments. Not many are organizing.
Governors now seem to perceive both opportunity and risk as increasing simultaneously.
The federal context is important. By fostering public-private partnerships, the White House Task Force on AI Education has attracted firms such as Google, IBM, and NVIDIA to contribute resources and training. Infrastructure improvements, teacher certifications, and AI literacy initiatives have all received billions of dollars in pledges.
There is a clear corporate enthusiasm. Google has pledged to give high schools free access to cutting-edge AI resources. By 2028, IBM wants to train two million students. NVIDIA is funding training initiatives for grades K–12. It’s difficult to ignore how rapidly the private sector has occupied what was once solely a public policy space as these announcements come in.
The governors may be seeking alignment because of that speed.
What happens if a student relocates from Arizona to Ohio or from Georgia to Colorado and comes across completely different AI policies? This is a common concern that comes up in discussions with education advisors. Under supervision, one state might permit classroom use. While it is being reviewed, another might limit it. A third might need parental approval. While interstate inconsistency in American education is nothing new, AI seems more seamless and integrated into everyday tools.
The tension is evident in classrooms. Observing students switch between AI writing assistants and conventional research methods was recently detailed by a high school teacher in suburban Michigan. Some carefully refined drafts using the tools. Others leaned too much, producing polished but strangely unfulfilling work. She acknowledged, looking at a laptop screen containing lesson plans and policy memos, “We’re still figuring it out.”
It seems that governors are aware of that uncertainty.
Ahead of the council meeting, briefing materials suggest that three main topics could be discussed: How should states define responsible AI use in schools? What minimal safeguards for privacy ought to be in place across state lines? And as automation grows, how can human oversight continue to be crucial?
The governors might decide not to pursue any legally binding standards at all. State power continues to be the foundation of education under the constitution. Even if the coordination is voluntary, any attempt at uniformity runs the risk of being accused of federal overreach. However, districts negotiating vendor contracts and teacher training initiatives might find stability in a shared framework, even if it is a loose one.
Additionally, there is the problem of deepfakes and harassment made possible by AI. Numerous students report being aware of AI-generated deepfake images associated with their schools, according to research. However, there aren’t many state guidance documents that specifically address the problem. There is a sense that policymakers are lagging behind the technology as this gap grows.
Unlike a congressional hearing, the governors’ meeting will not be broadcast on television. The majority of the negotiations will probably take place in side rooms, with aides hunching over and crafting wording that attempts to strike a balance between creativity and prudence. Some governors will advocate for workforce competitiveness, claiming that economic growth depends on AI literacy. Others who are concerned about surveillance or biased algorithms infiltrating grading systems might place more emphasis on civil liberties.
You can understand both impulses. One consensus has surfaced among state education agencies: AI is a tool, not a decision-maker. Human judgment must continue to be crucial. From Georgia to Kentucky, the phrase “human in the loop” recurs frequently in policy drafts. Putting that idea into practice in the classroom is the difficult part.
Whether the council will create a model framework, a formal interstate compact, or just a set of guiding principles is still up in the air. However, a change is indicated even by the act of coming together around common standards. The question of whether AI belongs in schools is no longer being asked by governors. They want to know how to properly handle it.

The technology is already in place and running smoothly, unconcerned with the policy discussions taking place in hotel conference rooms.
There is a subtle conflict between restraint and urgency as you watch this play out. AI tools promise administrative efficiency and personalized learning. They also have ethical blind spots and privacy risks. Governors are trying to draw boundaries in motion while juggling political pressures and the realities of education.
How millions of students interact with artificial intelligence in the coming years will depend on whether those boundaries remain the same or change as fast as the software itself.
