The Alan Turing Institute conducted an analysis over the past year to evaluate the impact of AI on the democratic process during a period marked by numerous global elections. The study particularly focused on how generative AI technologies could have influenced these processes.
Throughout the investigation, researchers observed that while AI content did not demonstrably alter the results of significant events such as the recent U.S. presidential election, it did contribute to the spread of misleading narratives. The prevalence of AI bot farms replicating voter behaviour and distributing false information, including fictitious celebrity endorsements, was noted as a significant concern.
The report emphasised the need for action across several domains to mitigate these issues. It recommended increasing obstacles to deter disinformation creation, enhancing the capability to detect deepfake content, and offering clearer guidelines for media reporting on substantial incidents online. Additionally, it highlighted the importance of improving societal mechanisms to expose falsehoods.
Sam Stockwell, the lead author of the study, underscored the importance of vigilance despite the reassuring lack of evidence that AI significantly changed election outcomes. He stated, ‘More than 2 billion people went to the polls this year,’ reflecting on the scale of data assessed, ‘providing us with unprecedented evidence of the types of AI-enabled threats we face and a golden window of opportunity to protect future elections.’
Despite the challenges in accurately gauging AI’s impact, the report echoed concerns previously reported in July about AI-powered disinformation’s potential harm, even if UK voters in the recent general election remained unswayed by such tactics. Various AI labs have since implemented safety protocols in their products to prevent unauthorised impersonations, though inconsistencies remain across different companies.
The study indicates the need for diligence in monitoring AI’s role in shaping public perception during elections, although definitive impacts on election results are yet to be proven.
